Well adjectives are hard to get if not experienced enough. Let me give you some examples of thinks that I think are skrunkly.
- Mort(from Madagascar series)
- Toothless(from How to Train your Dragon)
- Spamton G. Spamton
- Marx(from Kirby)
- Actually, most of Kirby casts(Yeah including final bosses)
- Komeiji Koishi(from Komeiji Koishi's Heart-Throbbing Adventure)
- Slugcat(from Rain World)
- Every single Moomin casts(Especially little My, Possibly including wizard)
- Orko(from He-man)
- Adorabat and Mao Mao(from Mao Mao: heroes of pure heart)
I think if someone can just look at something and say "aww that's skrunkly" it's skrunkly. Hell, someone might say every single character in current NG wallpaper is skrunkly.
But I don't it's the same as chibi. I don't think most of Sanrio characters are skrunkly, they're more of adorable than skrunkly.
Maybe it is cute yet ragged or drenched or cryptic aspect of a character that makes them skrunkly. Take Spamton G Spamton for a second. He's old, miserable, mean and fragile. People usually don't call him 'cute', 'cute' is for more flexible and bouncy characters. But most people will say that he's skrunkly.

Hahaha, Possibly. But I think Mario is a bit too mentally healthy to be skrunkly. wario might be skrunkly though.
